В Україні презентували державний стандарт безбар’єрної мови

Нещодавно за участі першої леді України Олени Зеленської відбулася презентація першого в Україні стандарту державної мови «Термінологія безбар’єрності». На заході зібрались  урядовці, міжнародні експерти, освітяни та представники громадського сектору.

Документ став результатом річної роботи експертної групи, утвореної Національною комісією зі стандартів державної мови. Його створення є продовженням ініціативи Першої леді України Олени Зеленської «Без бар’єрів».

Стандарт уніфікує недискримінаційну лексику та визначає перелік слів, які мають бути виведені з офіційного вжитку — це понад 100 термінів, що стосуються прав і можливостей людей з інвалідністю, ветеранів і ветеранок, батьків із дітьми та інших груп, які стикаються з упередженнями.

Затверджена термінологія стане обов’язковою для використання в офіційній документації, правничій і науковій літературі, сфері освіти та урядування, а також рекомендована для застосування у медіа та публічних комунікаціях.

«Мова — це найперша форма поваги та уваги. Якщо немає поваги у словах, не буде її і в діях. І зараз, змінюючи лексику на безбарʼєрну, ми не просто формально міняємо словник: ми хочемо змінити “оптику” суспільства. Людина та її гідність завжди мають бути на першому місці: у визначеннях, у рішеннях кожного посадовця, всієї держави», — наголосила перша леді.

Цим стандартом вже можуть послуговуватись молодіжні працівники та працівниці, молодь, яка входить до складу Молодіжних рад та ті, хто формує молодіжну політику на місцях. Стандарт має стати невід'ємною складовою заходів з утвердження української національної та громадянської ідентичності, адже саме через мову ми говоримо про наші цінності.

Робота над змістом стандарту велась за участі експертів Ради Європи, ЮНЕСКО та проєкту «Відновлення для всіх» (RFA), що фінансується Урядом Канади та впроваджується Alinea International.

Документ уже доступний на офіційному сайті Національної комісії зі стандартів державної мови.

Презентація стандарту стала початком навчально-інформаційної програми з впровадження недискримінаційної мови. Вона об’єднає державні органи, громади, експертне середовище, громадянське суспільство, ветеранську спільноту та лідерів думок і реалізовуватиметься Національним агентством державної служби в межах проєкту «Держава без барʼєрів».

Подію організовано за ініціативи Радниці-уповноваженої Президента України з питань безбар’єрності Тетяни Ломакіної та Міністерства культури України, за сприяння ЮНЕСКО та Центру соціальних змін і поведінкової економіки, а також за підтримки Ощадбанку.

State Standard of Barrier-Free Language was Presented in Ukraine

Recently, the presentation of the Ukraine's first state language standard "Terminology of Barrier-Free Communication” was held with the participation of the First Lady of Ukraine, Olena Zelenska. The event was attended by government officials, international experts, educators, and representatives of civil society.

The document is the result of a year of work by an expert group, formed by the National Commission on the Standards of the State Language. The creation of this standard is a continuation of the “Without Barriers” initiative implemented by the First Lady of Ukraine Olena Zelenska.

The standard unifies non-discriminatory vocabulary and determines the list of words to be removed from official use, these are more than 100 terms related to the rights and opportunities of people with disabilities, people with limited mobility, veterans, parents with children, and others who may face prejudice.

The approved terminology will become mandatory for official documentation, legal and scientific literature, education, and public administration and is also recommended for use in media and public communications.

“Language is the very first form of respect and attention. If there is no respect in words, there will be none in actions. And now, by changing vocabulary to barrier-free language, we are not simply formally changing the dictionary: we want to change society’s ‘optics.’ A person and their dignity must always be in the first place: in definitions, in the decisions of every official, of the entire state,” - the First Lady emphasized.

This standard can already be used by youth workers, youth members of Youth Councils and those, who implement local youth policy. The standard should become an essential part of promotion of Ukrainian national and civic identity, because it is through language we speak about our values.

The content of the standard was developed with the participation of experts from the Council of Europe, UNESCO, and the «Recovery for All» (RFA) project, which is funded by the Government of Canada and implemented by Alinea International.

Presentation of the standard became a start of launching an educational and informational program on non-discriminatory language. It will unite state institutions, communities, experts, civil society, the veteran community, and opinion leaders and will be implemented by the National Agency of Ukraine on Civil Service within the “State Without Barriers” project.

The event was initiated by the Advisor – Presidential Commissioner for Barrier-Free Environment Tetiana Lomakina and Ministry of Culture of Ukraine, with assistance of UNESCO and Centre for SociaI change and BehaviouraI economics, and also supported by Oschadbank.
